Set up is sometimes scrolled down by default when opening

Sometimes when I open a set up, it's scrolled down slightly like this, not sure what causes it. If I scroll back up and exit out of it, and back in, it's normal for every set up, But (seemingly) randomly it will do this default scroll position.

I've adjusted scrollbar behavior in 1.23.0. Please make a new issue if you notice problems still.v
