Support of --since nad --until arguments in doctl #1801

What is the problem this feature would solve? Please describe.
It is a bad UX that doctl doesn't support --since and --until arguments like docker does f.e. when querying logs from apps.
Describe the solution you'd like
Support the before mentioned arguments. I have noticed that in doctl apps logs <appid> command.
