Determine database-level caching technology.

One day spike to determine the best technology for caching database query results. Will consider PostgreSQL caching and Redis among others.

After looking into it, db level caching with PostrgreSQL does not seem to fit our use case. There are fairly low level options that we can tweak (but we should only do that if we exhaust our options via data modelling and efficient queries, and we're definitely not at that point).

There are also mentions about of unlogged tables for caching, but those are mostly concerned with write performance - not our use case.
