[Design] Reverse our way into Dataset Details

Problem statement and context:

Following feedback from Local Plans testing, we should investigate if we can "reverse" our way into the dataset details pages. This means that instead of going Homepage > Organisation > Dataset, we go Homepage > Dataset > Organisation.

This goes against the current taxonomy of the Check & Provide service, so we first need to understand the optimal designs and then chat as to the feasibility with the development team.
