[Design] Add Far Future and Past Issues to LPA Dashboard

Problem statement and context:

Following the implementation of the Far Future and Far Past issues types, we now need to create the content for these to add it to the LPA Dashboard and Check Tool. We will need to create the issue type guidance and descriptions before adding these to the relevant CSVs for both the LPA Dashboard and the Check Tool.

I have prepared this board and scheduled a call to discuss this ahead of Maddie and I working on content

Discussed with Maddie, Ben and Matt. We concluded that work around tasks should be completed first to allow us to better play back issues to users.

There are instances of this issue across 23 datasets, mainly across a small number of local planning authorities. I will work with ODP to pass on the message to allow users to resolve this, before we put the issue in place. I will then return this ticket to the backlog to follow work around how we raise tasks.
