Min/Max Illumination levels for adverts
The specification (and Planning Portal) currently has single ‘Illuminance levels (cd/m2)’ numeric field. Industry (and best practice, as per: https://theilp.org.uk/product/plg05-the-brightness-of-illuminated-advertisements-2023.html ) suggests that allowing provision of min/max values would better represent the current ability of adverts to vary illumination according to brightness or time of day (e.g. to comply with best practice or conditions on permission). For example a maximum daylight brightness of 5,000cdm2 would be completely unacceptable at night-time, but the template ‘as is’ does not allow an applicant to demonstrate that the stated value is only the potential maximum. This leaves them having to supply additional supporting information that clarifies the situation, but we’ve had reports from advertisers that this is sometimes not considered and the single value in the form being taken as the sole definitive measurement, and consequently causing refusals where a conditional permission could be possible. |
