permitted-development-right field in the article-4-direction-area dataset does not have a validation to check if the values (codes) exist in category dataset https://www.planning.data.gov.uk/dataset/permitted-development-right. This means if the LPAs are adding random codes, issue is not being raised. This is affecting PlanX
