Add conditional content for timetable data on alternative source page

Background

For timetable data, we have created entities which create rows of data that a planning authority can use to complete to provide data in line with regs.

Suggestion

I suggest we add some conditional content which is visible when a user is looking at timetable data to make it clear that when they download the file, this will contain rows with references that they can complete and publish.

I will discuss this with Oli when we catch up this week

Made a space on the content bord for this work, spoke with Ben and added some content snippets that may be useful

@oli-rose-mhclg has added content covering how to provide plan data via check and provide, this is awaiting feedback and legal sign off before we will use parts of this content in check and provide. Moving to in review whist we await feedback, can then be moved back to in flight when actively working on this again
