Create Entity-Organisation CSV for authoritative data

Overview
Through the Manage Service, create the entity-organisation.csv. We should ask a question prior to adding data "Is this data from the authoritative source?". If yes, then create the entity-organisation.csv row for the lookups being created and add that to the Github action that creates the PR.

If no, display a message that entity-organisation.csv will have to be created manually. We will then create this functionality at a later date.

• Person raising the ticket to have a first pass at this (if they know the approach) - Owen will then review and bring to refinement session.

Acceptance Criteria/Tests

• Prior to creating the lookups, users are asked a question as to whether data is authoritative
• If no, there is no change to current functionality
• If yes, the entity-organisation row can be viewed in the Results page
• If yes, the entity-organisation row is added to the PR via the Github Action
