Add deleted entities expectation for all datasets

1. Add count_deleted_entities operations to expect.csv for all datasets (for example : https://github.com/digital-land/config/blob/main/pipeline/agricultural-land-classification/expect.csv)
2. Test they appear on https://datasette.planning.data.gov.uk/digital-land/expectation

removing duplicate_geometry_check from this ticket. Only look at deleted entities

^ Ben has listed these 5 datasets to test overnight how the timings are for running these two expectations. We're worried that the timings could increase significantly on the larger spatial files.

Preliminary results on central activity zone showed minimal timing change, although this is a very small spatial dataset:

Whereas green belt showed an increase of 40 seconds:

Will check the overall timings after the pipelines run tonight.

DLB failed last night so can't test the timings of the 5 datasets. I'm going to move this ticket to blocked and pick it back up next week when Airflow is running properly again.

@Swati-Dash - having spoken to Ben, we think it'd be good to narrow down which spatial datasets we add these expectations to, so we don't add lots of time to Airflow pipelines. Think deleted entities is fine to do a blanket add to all files, but the duplicate geometry expectation could be time consuming
