Improvements to initial form

Overview

We have the following small improvements to make to the initial form for data submission:

• Change to the Github Branch question to improve clarity (changes to text and default option) - see screenshot in comments
• Remove documentation URL validation (so it mirrors the lack of checks later on)
• Licence should be a drop-down of accepted values. @Swati-Dash to provide list.
• Remove (optional) from Documentation URL header
• Remove (defaults to today) from Start Date header
• Change dataset look-up to only show datasets that are in the provision table (similar to organisation) to remove datasets that cannot be added and reduce size of list for optimal searching.
• Allow file upload for import CSV (will be useful for batch add endpoints in the future)
• For tree dataset, ask if the geometries are point or polygon and process accordingly (as in Check tool)

None of these changes should be massive. If they do become more complicated, please do feel free to get through the quick wins and create the complex ones as an additional ticket in the backlog.
