What are all the things needed to make a good dataset?

Where dataset is everything we need to produce the pages at /dataset/ and down.

Things needed include:

• set of schemas, these describe the shape of the data
• a data package containing all the data
• content, describing:
  • how to create data for the dataset
  • how to consume the data
  • notable or interesting examples of the data
• links back to the sources of the data

Are these correct? What else is there?
