dataset - a unit of useful data/information, can be assembled from numerous collections.

We need to decide at what point a dataset should appear on the list of datasets on the digital land site.

Should they appear as soon as we have specified the schemas it is made up of?
In this case, we might have defined schemas but not yet collected any data for it. An example of which is developer contributions. Should we list this 'empty' dataset?

Should we only publish once we have collected some data? How much? Would a single record be enough? A single record would at least act as a real-life example what the data should look like, which would be useful for data publishers but not necessarily data consumers.

Another thing we could do is indicate on the list page how 'active' the dataset is. We could include metrics such as number of records, data last collected date, number of publishing organisations. Anymore?
