Set PYTHON to an older python3 ??

I don't see documentation on which version of Python to use in building nnreddit or why, so the insistence on using something older than python3.11 when Debian Bookworm seems to default to python3.11 is a problem. 

Is there a reason for  using an older version or can I just change the Makefile test?
