Admin routines for full database consolidation should be possible

This would just be an admin user level routine possible for consolidation of all entries (see also #131) in a given substance, category, or the entire database.  This will have to wait for awhile until the different user level groups are implemented in different areas within this project, probably.  It may be a good issue to start implementing this functionality with, however.
