Change no plugin diagnostic to warning #219
Description
When dotnet/dev-proxy#1042 is implemented it will be possible to start Dev Proxy with a config file that contains no plugins, therefore we should change the diagnostic to a warning instead of an error as it won't cause Dev Proxy to throw an error and change the message to something more appropriate.
