解决了,Prospect.Server.Api 打不开的端口原因是 和 Incredibuild软件冲突了
cmd:
netstat -ano | findstr 8000
会显示:

然后通过 Ctrl+Alt+Delete 打开资源管理器,找到 PID为 8020 的软件,关闭它就可以了
