Non-root context path and comment in Apache config fragment

Just discovered this in the Decko Apache config fragment, see https://github.com/decko-commons/decko-ubos/blob/main/decko/tmpl/apache2_fragment.tmpl

# note: passenger docs suggest this alias should be used for relative roots.
# but it was breaking non-relative roots, and relative roots seem to work
# fine without it.
# Alias / /ubos/lib/decko/a706f10207116788bb560f9a80062709000000000/public

Not sure whether that is relalated to #30 but I guess I file an issue in any case.
