Add additional functions to ramptools

Add more functions to the ramptools package that help use standards in plotting and mapping:

• make_hf_sf (exists in Dianna repos- makes the health facility table into a shapefile to plot points)

• mapping functions --> input a map and indicator, print map. Define locaiton.

• make time series plot
