Boilerplate UI

we want a simple UI, it can be organised similar to what we have right now:

This ticket is for the boilerplate, i.e. we just need:

• some form of a header with navigation that we can load on each screen
• boilerplate for two blank containers "dashboard" and "profiles"

Optional:
think about space for error messages (see 2nd screenshot)
