Integrate search into staff portal

## Summary

Once we have the search UI component into a state we're happy with, we should integrate it into the staff portal so it can be used by real-users to test out the feature.

We should also have the ability for staff to view index policies.

## Acceptance Criteria 

- Search component available in the staff UI for searching resources
- Staff users can view index policies
