Make Proxy Dashboards Available in Grafana + Documentation

TLDR

We want to make it dead simple for users to access and use official Proxy dashboards in Grafana.
This includes publishing the dashboards to Grafana Cloud, ensuring they work out of the box with exported metrics, and documenting how to import and use them.

Tasks

• Finalize dashboards — define core panels and validate metric queries.
• Publish to Grafana Cloud — make dashboards discoverable and easy to import.
• Test — validate dashboards against real metric streams and labels.
• Document — write and publish user instructions with import steps and screenshots.

Out of Scope

• Custom alert templates.
• Automated provisioning or custom dashboard builder.
• Log visualization (metrics only in this phase).

the Proxy dashboard link in Grafana is returning a 404. I sent an email to Grafana support. Will follow up tomorrow morning.
