Skip integration trigger for dependabot PRs (#4792)

## Summary
- Skip the `integration-trigger` job for dependabot PRs since dependabot
has no access to secrets
- Add a new `integration-trigger-dependabot` job that creates the
required "Integration Tests" check using the built-in `GITHUB_TOKEN`

## Test plan
- [x] Verified on PR #4775. All checks pass with integration tests
correctly skipped.
