[Feature Request]: Allow running the deal-tracker for client addresses with no private key #464

What is the problem you're trying to solve?
We'd like to run to deal tracker to track the data onboarding of different projects we partner with. However, the deal tracker currently only supports imported wallet addresses, and it's untenable for us to ask partners for their private keys in order to import their wallets.
Describe the workaround you currently have
We currently rely on the dashboards and deal-tracker databases that our partners run, as well as public dashboards like datacapstats.io and filecoindataportal.xyz. However, those public dashboard don't allow us to zero in on the list of projects we want easily.
Describe the feature you'd like
It would be great to have a feature that lets us import a wallet address as "readonly" if we don't have the private key, which would allow us to run services like the deal tracker and others that don't require the private key.
