Seriatim/passim does not work on Windows

The issue, as identified by Ryan and David, is that passim.cmd uses the CALL command with parameters that contain spaces and the less than sign. The current solution is to escape the spaces and the less than character:

call %~dp0seriatim.cmd --all-pairs --fields xxhash64(series)^ as^ gid -f gid^<gid2 %*

This does not work, however:

• "xxhash64(series)", "as" and "gid" are parsed as separate arguments
• "<gid" is stripped off, with only "gid" remaining as the last argument.
