Resolving Path in windows and linux

Describe your problem and how to reproduce it:
Paths are not resolving correctly for every file produced. We need a standard path resolving service for the functions that create files to call, to accurately save files to the correct paths.

We also need to resolve global paths for cli libs and translators accordingly.
