Disconnection Detection #52
Description
Currently, machines only detect when machines "leave" (i.e. have their respective STAR-Vote application closed), but do not detect machines being disconnected from the network outside of the heartbeat. We need to figure out some way to detect more readily that there has been a disconnected machine or at least notify that machine that it is disconnected so as to prevent attempts to send messages across the network.
