Add Testing Framework

Currently 0 tests - need to figure out a way to best test the application, may likely need to use high level integration test that involves the creation of a testing Discord server (which is a good idea to use while working on the bot anyway)

Need to find a way to test the functionality...

took a stab of this with https://github.com/dan-mcm/danbot/tree/testing-framework but question the value of those unit tests - maybe more thorough integration test would be better.

As code is young as well and subject to change with new features may hold off on addressing this
