Add support for Dead Messenger in Oracle

Dead Messenger has no data in oracle. My gut is that it follows the wave frame formula but we need to test and see.

tested damage against a 100 BR forbearance in pvp and pve. In pvp numbers were gathered from a threaded specter target so 2.5x multiplier. in pve numbers were gathered on savathun in the ritual mission with TCx3

PvP

• impact: 101 for both
• forbearance wave: 488
• dead messenger wave: 317

PvE

• impact: 29,428 for both
• forbearance wave: 143,257
• dead messenger wave: 143,257

this lines up with what i remember from a bungie patch nerfing dead messenger in pvp but still need to confirm and also do testing on handling and reload as well see there are any different multipliers on different ranks/types of enemies

We are reworking GLs and how we calculate their damage in order to properly address this.
