Implement configuration

Since we are planning to focus on a Docker image as our MVP release target, we should implement some way of reading all configuration items from the environment. We may also want to implement using a configuration file too, for non-Docker usecases --- we will likely use an existing library for populating an options struct, similar to `structopt` for command-line application flags.
