Toolbar is not autoscrolled when user drags a button to the edge of the toolbar

Step to reproduce

1. Tap Setting button on mobile for easy spotting
2. Tap Customize Toolbar buton
3. Tap and hold any button to rearrange
4. Drag it to the edge of the toolbar, either left or right

Current behavior

Placing caret is gone.
Nothing happens to the toolbar

Expected behavior

Toolbar should be autoscrolled like a carousel when user hits the edge of the toolbar while dragging a button
