Sustainable support - supported branches and deploy instructions

Until new cyber.fund is operational, there should be a way to deal with technical debt and fix sensitive bugs, such as #457 and #453.

The web site is hosted on Digital Ocean. But it hard to impossible to make changes, because:

• no procedure how to deploy site
• no description of branch meaning - which branch is right?
• no CI and tests - https://travis-ci.org/cyberFund/cyber.fund/builds - how to check that change doesn't break anything?

last time i was here there was no stable branch and some refactoring ongoing.
no CI for that project as i was told in March or April (by litvintech) that cyber.fund is to be rewritten in next few months from scratch.
