[REQ] Persistent SASL connections #8
Description
1-add SASL/AUTH (SASL is what AUTH use to be, but SASL took point)
2-add NickServ account setting for persistent connections, like /ns persist on
3-add toggle for sv persistentconnauth on/off
When a client connects via username/auth they're connected to a 'bouncer' that just keeps their client connected. no playback for now
