In current recommended usage, it doesn't use a random path like openssh's ssh-agent, so I don't think there is a reason to eval?

Also things like vscode could benefit since it has no way to set SSH_AUTH_SOCK for builtin git support.

You certainly can set it as a permanent environment variable -- I'm just not sure it makes sense for ssh-pageant to do this, if that's what you're suggesting. The onus is on you to make sure it's actually running on every startup, or else that environment variable is useless.
