Add instructions on using RocketCEA

It looks like RocketCEA is quite easy to install on Ubuntu, so can simply be pip installed on Windows via Windows Subsystem for Linux (WSL). Using RocketCEA might be more robust than using pypropep, which seems to have installation issues of its own for some people.
