Learn changed CTSI Study IDs at CTS-IT #274
Description
Sandra and Laura sometimes revise the CTSI Study IDs attached to an invoice line item. CTS-IT's automated billing system needs to read the changed CTSI Study IDs and update invoice line items with the revised records. Revise the etl/update_invoice_line_items_with_invoicing_details.R to read the CTSI Study ID attached to an invoice line item in Sandra’s file and include it in the invoice_line_item record update.
