soilspec.format and OpenSpecy Nicolet wavenumbers differ by around 0.01 to 0.04

Wavenumbers returned by soilspec.format and OpenSpecy wavenumbers for the same Nicolet file differ by around 0.01 to 0.04.

Discussed with @JMOL3 and @RossDSearle. This may be within the limits of smoothing (e.g. spline curve). Will revisit and reassess. May move this to new GHE repo in the worst case.
