XML file lookup based on basedir and names

It would be nice if the verifier could lookup the necessary XML files itself when provided with a basedir (the irma_configuration dir) and verifier + spec names. This would also ease the loading of certificates for authentication (i.e. cert file+key can also be derived from these values).
