notify when new version of containers are available

**Motivation**
We have data container in our project and we have to manually inform the team that the new version of the container is ready to download

**Suggestion**
Would be nice if it can detect the new version of the container in `docker-project.json` and then show up the message for the user if they run `dopr up`
