tildes filling EMPI and ID_MERGE

I didn't notice this behavior in the past so I am wondering if it is a new phenomenon:

When importing a note, the first row appears as expected. All subsequent lines have the ID_MERGE field and EMPI fields filled with "~" to bring the EMPI length up to 14.

I don't see anything in the docs explaining if this is intended or not. Can troubleshoot with you more if you cannot reproduce it.
