Webhook doesn't always trigger on save

Description

I'm having an intermittent issue where after saving any entry it doesn't fire the webhook - there is no record of it on the Activity page and there's nothing in the Queue Manager - if I go back into the entry and save again then it will fire

Steps to reproduce

1. Save entry
2. Observe webhook not triggered
