[5.x]: Temporarily slug on multisite after save

What happened?

Description

Hi there,

We have a multisite installation and I've found a way to publish an entry, resulting the entry in the other site (multisite) to have a temp__RANDOM slug.

Steps to reproduce

1. Ensure Craft has more than 1 site
2. Create an entry on the main site
3. Enter all required fields EXCEPT the title
4. Save it as draft
5. Open the draft
6. Enter the title and publish

Expected behavior

Both sites have a valid slug

Actual behavior

Main entry site has valid slug, secondary site has __temp_zradbziispqzvilxnubgcnozoxspkrfgectj slug
