[5.x]: CKeditor toolbar doens't load JS error

What happened?

Description

Updated to the latest version of CKeditor and when I tried to update toolbar config Craft shows an empty bar. Seems to be a JS error

Tried downgrading with composer but didn't solve my issue.

Hi, thanks for reporting! This looks to be caused by the latest release of the nystudio107/craft-code-editor. That package is used by the CKEditor and Code field plugins. Version 1.0.28 of the Code Editor (released yesterday) updates the monaco-editor from ^0.52.2 to ^0.55.1, and that’s what looks to be causing the issues you described. I’m looking into it, but for now, to get around this issue, you can lock the version of nystudio107/craft-code-editor to 1.0.27.
