Cannot select "available volumes" in Craft 5.8.20

Description

After a recent Craft CMS update we cannot use "inline images" or "link to file" anymore, since the field doesn't find any asset volumes (screenshot of field settings).

This happens in both a project where the file system is "local folders" and a project where it's based on a third party (Cloudinary).

It worked just a few months or weeks ago. Not sure when it stopped working or if it is from craftcms/cms or craftcms/ckeditor

Steps to reproduce

1. Go to field settings in a CKEditor field
2. Attempt to select any available volumes
3. See no volumes

Hi, thanks for getting in touch! Do the Filesystem(s) used by the Volumes you’re expecting to see in that screenshot have public URLs (Control Panel -> Settings -> Filesystems)? For the CKEditor field, only Volumes with public URLs will show under “Available Volumes”.

We did some testing and this was indeed what was causing the volumes to not appear in CKEditor
