Unknown issue related to background iframe not loading

Unable to reproduce, need more info. Only thing I have annotated:

• Last changes did NOT fix the issue. Only thing that worked was deleting ALL data with the developer tools UI.

At least 3 Ubuntu users and at least 1 Mac OS user reported that the notifications don't work when there's no WhatsApp tab open, that may be because of this issue.
