Clarify relationship with CIP-12

CIP-12 specifies a key derivation registry for cosmos chains to be housed in the CIPs repo which aims to be a canonical place for this information. #20 suggests adding key derivation information to this repo. Should the efforts be combined? If not, what is the relationship between the two repos?
