Crate on crates.io is outdated

Hey,
thanks for creating this ecosystem! I discovered it yesterday and it checks all of my boxes, really nice.

While creating a docker image for deployment at home I realized the crate on crates.io is still at 0.12.2: https://crates.io/crates/cookcli while the newest release it at 0.19.2

Is there some issue with the release? I'm happy to help with gruntwork etc. even though I am a complete rust noob ^^

Just published latest to crates.io. Also added into release pipeline e42ed51 to not forget for next time

Thanks for the quick help @dubadub ! When I pull the crate there is no output.css contained so the webui does not work properly:

Investigation of crate:

The action you added in e42ed51 contains the npm run build-css so it should be there. Did you upload 0.19.3 manually and forgot the CSS stuff?
