Documentation of rule data

Understanding what rule data is, what rule data properties are available and what values can be placed in certain key of the rule data is scattered thought the individual rules
A separate document detailing the rule data, the default values, possible values and syntax would be very beneficial to end users wanting to know what options can be set, what defaults values are there or what syntax the rule data keys can take on.
Let's try to build a document like that and publish it to the website.

Ambitious goal here would be to create/generate a document detailing:

• the default values of rule data
• the syntax of the values
• links to rules that use the data

A less ambitious goal could include bits or parts of that. In that case let's do followup issues for that.
