Show Consumer Groups container through Topics view provider

Hand-waving the "Topics" view name for now, we just need the ability to see current consumer groups and consumer clients for a given Kafka cluster based on the (cached) loader method in #3229. The view provider will need to work with the consumer group container (#3230) instance and arrays of ConsumerGroups (#3299)
