Support Gemara Layer 2 artifacts alongside OSCAL Component Definitions in complyctl as a first step for adding Gemara support

Completion Criteria

• The Gemara Layer 2 artifact is visible when running complyctl list and info
• The Gemara Layer 2 artifact content can be incorporate into an OSCAL Assessment Plan
